Vector based graphics are resolution independent and scalable, so they may be re-sized without affecting the quality of the image.

The issue with vector graphics is the Fonts. A font must be installed on the computer to be used in a file. When you use a font on your computer to create a file, then send the file to another computer that does not have the same font installed, the missing font will be replaced with a font that is installed on that computer. When dealing with artwork, this can destroy a design. To avoid this problem, you can "convert the type to curves". This means you change the type in an image to "shapes" rather than editable type. (make sure your spelling is correct before converting) Read your graphic program's manual for instructions on how to convert type to curves.
